Regulatory Affairs Job Summary

The Regulatory Specialist role within the Quality, Regulatory & Compliance (QRC) organization supports Hershey’s commitment to food safety, regulatory compliance, and transparent labeling. This position applies expertise in global food regulations, nutrition science, labeling, and product claims to ensure that all ingredients and finished products comply with applicable government regulations and company policies throughout the entire product lifecycle—from development to market delivery.

This role requires ongoing monitoring of the global regulatory landscape, proactive risk assessment, and strategic guidance to internal stakeholders regarding emerging regulatory issues and their potential business impact.

Key Responsibilities

U.S. Regulatory Compliance

  • Provide expert guidance on U.S. food regulations, including:
    • Labeling requirements
    • Food additives, flavors, and color regulations
    • Product claims and transparency standards
  • Execute finished product labeling, from initial creation through final packaging approval
  • Utilize internal and external regulatory tools to evaluate ingredients and formulations, enabling risk-based compliance decisions
  • Review preliminary and concept formulations to ensure compliance and acceptability in the U.S. market
  • Partner with Product Development from ideation through feasibility and development stages
  • Maintain working knowledge of international food regulations to support exported products and global partners
  • Communicate regulatory impacts of formula changes for global markets
  • Manage projects of medium to high complexity under the guidance of senior regulatory leadership

Business Engagement & Technical Guidance

  • Implement and interpret internal regulatory policies and guidance
  • Review packaging to ensure compliance with regulations, policies, and internal standards
  • Verify that:
    • All label claims are substantiated
    • Certifications are accurate
    • Allergens are properly declared and documented
  • Develop and maintain regulatory documentation (Standards, SOPs) and communicate updates to stakeholders
  • Lead and manage reformulation projects, assessing regulatory risk, market impact, and cost implications
  • Serve as a Subject Matter Expert (SME) across the product lifecycle (develop, source, make, plan, deliver, customer)
  • Clearly communicate regulatory rationale and provide actionable recommendations to business partners

Cross-Functional Collaboration

  • Work closely with:
    • Product Development
    • Marketing
    • Purchasing
    • Consumer Affairs
    • Customs & Trade
    • Legal
  • Engage with Regulatory Strategy & Advocacy (RSA) leadership to assess the regulatory horizon
  • Partner with Legal, R&D, and Government Relations to:
    • Communicate impacts of proposed regulations
    • Lead regulatory initiatives related to labeling compliance

Required Knowledge, Skills & Abilities

  • Strong understanding of U.S. food labeling laws, including:
    • Food additives
    • Nutrition labeling
    • Standards of identity
  • Functional knowledge of international food regulations and regulatory databases
  • High proficiency in:
    • Microsoft Excel
    • PowerPoint
    • SAP or similar enterprise systems
  • Strong attention to detail and data accuracy
  • Excellent analytical, research, and critical-thinking skills
  • Ability to manage ambiguity and complex regulatory scenarios
  • Exceptional written and verbal communication skills
  • Strong organizational skills with the ability to self-manage competing priorities
  • High ethical standards with strict confidentiality awareness
  • Ability to influence stakeholders and translate complex regulations into clear guidance

Education & Experience For Regulatory Affairs Job

  • Bachelor’s degree in a science-related field:
    • Food Science
    • Biology

    Or equivalent

  • Minimum of 2 years of experience in food regulatory compliance.
